If you mean best overall, Chicago, Carolina, and Washington will all be solid Defenses, as will Pittsburgh, and possibly Denver.
If you wait till the later rounds, Seattle is a possibility. They finished top 10 last year (or close to it), and improved with Julian Peterson, Kelly Jennings, Mike Green (formerly of Chi), and getting Ken Hamlin back from injury.

well in my opinion, the addition of linebacker A.J. Hawk, from Ohio State, to the green bay packers will boost up the packers defence dramaticaly
