America since World War II has basically had a finger in every pie when it comes to armed conflict everything is down to the foreign policy of the USA who are an ECONOMIC EMPIRE THAT NEEDS OIL AND NATURAL RESOURCES that they rob from poor countries all over the World - Russia and the USA have strangled so many PEOPLES the USA being the most efficient Criminal of the PACK - LOCK UP Bush AND HIS DOGS LIKE BLAIR Put them in Jail and help the Russian people to realise that PUTIN is up to the same old tricks so that they lock him up. G8 my **** they are just organised Criminals shafting us all and filling their own bank accounts all over the World. WE must lock up Bush and Blair and throw away the key so that other politicians think twice about being Gangsters. The US has been doing what it thinks it needs to do to protect its own interests for the longest time. This included supporting Saddam Hussein while he was fighting Iran who was then US enemy number one, supporting Noriega while he was doing their job, selling stinger missiles to the Afghan resistance fighters and arming them to stop USSR's move to warmer climes...
The common threads in these activities is short-termism. US policy does not think that far ahead, nor does it have to. Prop up Saddam Hussein, and you can invade him a few years later. Support Noriega, and you can send your marines to take care of him later. Arm the Afghan fighters, you can send your troops to re-establish your order later.
I would say that the US/CIA is not stupid: while the policies are very short-termist, the US can get away with it time and time again because they are now THE superpower, and their propaganda machine is a well oiled machine, so the US opinion will generally support the policies if made public, or ignore them if kept undercover.
In the specific case of the Al Qaeda, I am not sure the CIA thought that they could mount an attack on the US soil, so I just think it was a mistake; likely due to arrogance, not stupidity.

The whole thing is a farce. AlQuida was like the Saudi boy-scouts.Boys would go to the camp and learn ancient Arabic skills like archery and horseman ship. Then the Russians tried to occupy Afghanistan and the US paid Ben Laden to use the boys as resistance fighters.
As could be expected you give a boy a gun and tell him to kill people you have a life long killer on your hands.
I know a guy that went to one of these camps in Libia when he was 12 years old. He claimed it was all sword fighting on horse back and prayer. These camps were popular with wealthy Arabs. Send your kids away for the summer.
