This type of thing would be similar to a neutron star revolving 2000 times a second. With a diameter of 10 miles, and a circumference of 31.4 miles the surface would move at 62,800 miles/sec
The center, only 5 miles away would be rotating, but would be relatively standing still.
Interesting concept.
The time dilation and mass increase only happens much closer to the speed of light.
I once calculated, because of a story by Larry Niven concerning travel with a bussart (sp?) ram jet, that after accelerating halfway to the Andromeda Galaxy at 1 G, the speed reached would be .3 mm/sec short of the speed of light, and at that point the time dilation and mass increase would be 770,000:1

It would follow the rules; the outside edge would increase in mass. Time would pass slower on the outside, causing the disc to wind up in a spiral.
The disc would probably shatter, even if it was made of neutronium.
