I formatted my Computer but the program ACDsee is not working, they need the License code!? what should i do ?

You have to have the license code or it wont install at all. If you have the disc handy it should come with the code printed on the packaging somewhere.

Enter the code, of course.

If you don't have it, try contacting the company that makes ACDsee and explain the problem. The worst they can do is say "no."
