I just started a website with godaddy.com back in june. It's really easy to set it up. Just choose a domain name, a package (the longer the time you have it, the cheaper it gets) and any options you want, and purchase it online. If you need help, godaddy.com's customer support is one of the best i've ever dealt with. They are available 24hrs/7days. If you have questions, any at all, give them a call. They also have an excellent Help section that will help you get started. Here are a few of the things you need to get started:

1. domain name (have to think of one)

2. after choosing it, order online, follow directions (if you're stuck, give them a call and they'll be glad to help you) - I also ordered a hosting package, so that I can upload my pages to godaddy.com's server. Choose the "Linux" hosting server because they provide more free tools for you to use when you're building your webpage. They also do all of the installation of these tools for you.

3. You can have as many pages as you want, as long as it fits the amount of webspace you buy.

4. There are different ways to publish them, one is FTP (look in their help section).

5. To create a webpage, you need a webpage editor such as Macromedia Dreamweaver, or you need to learn some basic HTML -- check out http://computer.howstuffworks.com/web-page.htm for more info on building webpages.

You need three things:

1. Domain Registration -- You can get this at Godaddy.com for under $10 per year. They'll also try to sell you a lot of other things with it, but I recommend passing on almost every thing.

2. Website Hosting - This is a webserver that is connected to the internet. It hosts the files that make up your website. You can get these as low as a $10/ year, but not a lot of reliability at that price. Expect to pay $10/month for a reliable host for basic needs. I know of a few good hosts.

3. Website Design - The HTML, CSS, and graphics files that make up your website. This may also include programs on the server in php, ASP, ColdFusion (Three web programming languages).

If you are a business, and want a website, I recommend hiring a professional (like me). But if you are doing something fun or for yourself, it can be a great hobby.

Microsoft FrontPage and Macromedia Dreamweaver are the most popular software packages for non-programming people. They both cost a few hundred bucks, and Dreamweaver is probably the better of the two.

If you're just for fun, get a free HTML editor. One comes with Mozilla (http://www.mozilla.org/products/mozilla1.x/). It is the same as the Netscape Suite.

Don't expect to great websites from scratch on your first time out.

Godaddy does you domain name and webhosting. That should come to under $150/year.

After that, you make pages and upload them. They should also have a way to make pages directly on the site. Nothing else to buy.

You can make pages on your own machine, click on them and view them as they will apear on your website. Once you are happy - upload.

You can use helpful free stuff like
Html-kit http://www.chami.com/html-kit/
and
Amaya http://www.w3.org/Amaya/
for making pages.

It'll be fun. Don't be afraid to experiment.
