Obviously Emily Post. I also found a website referencing Judith Martin that gives advice on etiquette in the following situations:
Basic Etiquette
Dining. Food, and Entertaining Etiquette
Wedding Etiquette
Business Etiquette
Etiquette For Children
Church Etiquette
Misc. Etiquette Situations
Also:
Miss Manners (Judith Martin)

Either Miss Manners or Emily Post. Miss Manners (Judith Martin) is the more modern, but Emily Post is the classic. Sometimes you'll get less conventional answers from Miss Manners (Q: "How do you walk in high heeled shoes?" A: "Left, right, left, right. . ."), but she still knows her etiquette. If you can find it, she once wrote a book called "Miss Manners' Guide to Excruciatingly Correct Behavior," which will tell you anything you need to know about etiquette. If you even need to know how to address the Duke of Normandy's illegitimate son, she'll know.

Hi, the 20th c. is a long time , and etiquette covers a large area.
If you are looking for an expert on general or daily etiquette, then Emily Post is probably best. She came from a wealthy Baltimore family and in 1922 published the first edition of her book, Etiquette (now in its 12th edition,) and became the main media social expert for the first half of the century. Here is some info: http://en.wikipedia.org/wiki/Emily_Post
On the other hand, if you are looking for an expert on the "protocol" or official aspects of etiquette, then Letitia Baldrige is probably your best "expert." She was a daughter of a congressman who took up the position of "social secretary" a person who organized and oversaw social events. In 1961 she became the White House social secretary for Jackie Kennedy.
After this she became the "editor" for Amy Vanderbilt etiquette. With the publication of her own book, Guide to Executive Manners she became the leading expert of business protocol and started the (now huge) business etiquette consultancy business. Here is more info on her: http://www.letitia.com/

So if you want an expert on daily manners (weddings, dinner parties, thank you notes) go with Emily Post. If you want an expert on etiquette/ protocol ( seating charts, how to address an Ambassador, how to entertain foreign business leaders ) then go with Letitia Baldrige. I hope this helps.

I cross out of my approach to make use of manners....it fairly is sensible and handy and suggests appreciate to others. Its the only factor that I instill in my two kids as they develop up. A sensible please and a thanks is going an excessively great distance. I do not care what any one says, manners gets you all over, and men and women will don't forget you for it. I will nonetheless maintain doorways open, and quit my seat to an aged individual or simply anybody that appears like they would do with a seat...and sure, I nonetheless do the entire handwritten letter factor too. Its simply so a lot more private and anything that's fitting a rarity now. I do not know approximately you, however to obtain a letter and even only a be aware that anybody has taken the time to take a seat down and write only for you, makes my day.....it makes me unhappy to consider that this may occasionally quickly end up a factor of the beyond. Teach your youngsters by way of surroundings well morals, manners, appreciate and decency to start with, and HOPEFULLY they'll retain with it for his or her lifetime. Its all you'll be able to do. best query JB....x
