You must have something in your resume that is turning employers off, or you have wrote the resume to look over-qualified for the position you are applying.
Employers are not interested in over-qualified applicants, it is a threat to their job and means you will be looking to move up or quit soon for a new position elsewhere.
Being long winded, gaps in employment, or possibly just the attitude your resume is written in may cause an employer to "file" your resume.
You may also attempt to call the office you are applying for and ask them if they have received the resume and when they think you can come in for an interview. They can give you more feedback that way.

Have someone you respect look over your resume. Fresh eyes could help you polish up that resume. Also, if you've been looking for a job for a long time, you could be giving off the desperation vibe. No matter what, you have to go into an interview like you own "the joint'. THEY need YOU!

Perhaps you are putting too much in your resume.
When you submit a resume, keep it to two pages or less. Target the resume to the job you are trying to get instead of putting everything in it.
Use a cover letter to introduce yourself, and say why you think you would be best for the job.
Most of all, be patient.
When I left the Navy, it took me 9 months to find work, but I got a great job.

I can relate to that. I have administrative, data entry, autocad drafting and computer tech support in my work background. My problem is that I'm finding more luck with temp agencies. It makes my work history look unstable. So, of course, the regular jobs sometimes look at that as not wanting to settle down with one company. I don't prefer temp agencies...but have to work somewhere in the meantime.
I think one good idea is to just have several resumes, each one emphasizing a different area that you have experience in.

Some people think you are over qualified so don't want to hire you. They might be looking for people with less experience so they too can have a good resume.

You have to be suitable for the job. The sound of your attitude belies the probability of your being suitable for many jobs.

If not chosen, ask the potential employer why your resume was not retained. You have the right to do that. and it's good for you, to make it better.
I think you need to work on your resume. somehow, it does not attract the employer's eye.
