There is a running gag regarding the Taylor's neighbor, Wilson; his face is always concealed from about the nose down. In most episodes, Wilson was being shot from behind a fence, but in later episodes where he got out more often, camera shots, actor movements, and prop placements were carefully orchestrated so that his full face was not revealed. In fact, during all the curtain calls for the show (except the series finale curtain call, where his entire face was shown), actor Earl Hindman, who played Wilson, would bring a miniature picket fence to hold in front of his face so that it would remain hidden from view.
The character Wilson is based on 'Tim Allen' 's childhood memories of when he was too short to see over a fence, and was therefore unable to see his neighbor

The sitcom, Home Improvement, did that because they thought it would be funny to have a "voice of reason" from someone you can see talking, without actually seeing him talk. They did this gag for a long time. It was from behind a fence then it got dumb and they had him talk behind plants, and other objects so you would never see his mouth move. Odd, huh?

That was the fun of the Wilson character (actor died later) to always cover most of his lower face with something. On final episode when whole cast came out for bows, he held a tiny fence over the front of his face

That was just to distract you from the weak dialogue and give the adolescents a little game to play until Hacuna Matata came back onto the screen.

Actually i think I remember an episode where he showed his mouth, the thing was that he didn't show his entire face. I think it was just a gimic for the show to get a larger audience.

Just a gimmick like never showing bosley on Charlie's Angels or Peanuts never showing the teacher and etc. and etc. On the final show, when they all came out, the actor did finally show his full face.

Actually I saw a special where he did show his mouth, the man has HUGE lips. At first he did it because it embarresed him but soon it became part of what made the show funny.

It was just a gimmick on the show, no one really cared how he looked liked until they made it clear that they wouldnt show his face. His character was the wise and misterious loner, not showing his face just added to the mistery.
