I Live in Oregon, one unit is equil to 750 gallons of water, i have a funny smell to my water,
i went through 3 units in 3 hours, with no water running inside my house or outside my house..

Tell him if he doesnt fix it you are going to call an outside contractor, handyman, plumber etc. and deduct the cost from your rent.
Tell him he has 24 hours to give you an answer as to what he is going to do.
Keep a copy of receipt, original for your self and include a copy of bill when you pay rent.

Call the landlord, let him know. If he doesn't take action, call the water company they can check to verify the leak is the landlords responsibility. Next check your local rights as answered in the previous response. In my area a tenant can have the repairs done and subtract the cost of repairs from the rent payment. Good Luck!

Don't start bouncing off the walls until you have too. Call the landlord and the water company, and report the problem. You looking at the right meter.
