The best. At less then unity, the peak voltage and peak amperage occur at different times, decreasing power.
Factories are charged higher rates for low power factor, and throw
power capacitors on line to correct the power factor, and ease the strain on generators. The capacitors correct for the effect of all of the transformers and electric motors, which are inductors.
