Are we talking about Halloween already?!
I think the key is a balance between sexy and appropriate. My ex used to joke around and say that Halloween was just an excuse for women to dress like sluts. Sadly, he was right. Still though, there is nothing wrong with dressing sexy. You just can't go overboard. She can be pretty much anything that she wants to be, but make rules about her outfit. If she wears a short skirt, then she has to be covered on top. If she wants to bare her midriff, then she has to wear pants....an so on and so forth. Ask her for some of her ideas and go with her to shop for the outfit. Once the rules are set in place, there is no room for argument. The key is to compromise and communicate openly.

My friend's daughter wanted to do basically the same thing...look hot, not like a little kid...so they made her a "sexy female vampire" costume. Basically just a hot looking red dress (she picked it out with some guidance from Mom), with some vampire fangs and a little over-the-top makeup (wig optional), with a black cape. It worked...she was happy and her friends thought she looked great... and of course at 14, what your friends think is way more important than anything else. Right?

Holloween is a several months away. Let her decide. She needs to have her own throttle in life. Leave it up to her completely. If she wears the wrong clothes what is the worst that can happen? Make sure she is with her group of girl friends. Give her a hug and a kiss good bye. When she returns give her another long hug and tell her you love her. (And how beautiful she is.)

I would go with the nurse, often considered hot without being hot kind of thing.
Or maybe a schoolteacher or catholic schoolgirl, and you get to decide the length of the skirt no matter which one she goes with so you can keep it from getting sleazy while still allowing her some leeway with friends.

Disco Barbie she'll have the sexiness of barbie and she can wear bell bottoms and a peasant shirt she'll be all covered up but can wear a sexy blonde wig or some high heels or something like that.

My daughter was tinkerbell last year... and the costume was pretty hot... yet was child enough to not be sleazy.... but had the dress with jagged cut edges and cute wings and a purse (for pixie dust) and arm cuffs with glitter....check it out....
