Can a california 501 c3 accept doations,which the donor could deduct,before the non profit receives their fed and state tax exemptions?

All donations made to non-profit charitable organizations are tax-deductible, as allowed by law. You can donate through check or electronic transfer, but please be sure to specify clearly on the check what the payment is for.

I wouldn't think so, as you're not officially a non-profit until all your paperwork is finished.
