You CAN call the cops on them. Police officers beating someone on the streets is likely not sanctioned by their supervisors. You should call in a tip, and do it anonymously if you're worried about retribution.

This is why video recorders come in so damned handy. But if you don't have one...well call the local news and report it, file a complaint with the PD and watch yourself, cause those cops are vengeful when you catch them doing wrong.

Call the newspapers and TV stations. Take pictures. Call their superiors. Call the mayor. Call members of the city council. Make sure everyone in your community knows what you saw

i would write down as much detail as i could remember, try to find someone else to be a witness with you, and call headquarters the next day
they will be able to do more if you have facts and details (time, place, uniforms, descriptions of officers, etc)

If you have a camcorder available take as many minutes as you can of this abuse. They will pay a price by losing their jobs and losing a civil law suit against them.
