This depends on where you get it from :P Some local pet stores (and some big ones I've heard, although I haven't seen any) sometimes offer a pet free or at a discount if you buy a starter kit. Some animal shelters will also offer you the whole setup depending on if the animal came in with the cage or if the shelter had to supply it itself.

You can find hamster cages or tanks for fairly cheap these days, usually between $20-35 (Canadian, that is) or buy a 10 gallon aquarium- just make sure you get a tight fitting wire or metal mesh lid.

sellers, someone who is just tired of having a hamster and cleaning

Sorry, but you almost always have to buy the cage seperately unless buying it from a friend that might be generous enough to give it to you as part of the price.

if u went to a adoption center and adopt it there or get it from an another owner. then they would probably give you a cage! but if you bought it at a pet store then u need to buy the cage seperatley
