I met my best guy friend in the 7th grade. He was a foot shorter than everyone in the grade. He didnt seem to be growing as fast as the rest of us. That all depends on your preference. I really suggest talking to your family about your concerns and then your dr. Chances are you still may have some growing to do and there may be other methods to help.
Genetics on either family side could mean that you're not going to get any taller. Check with your family to see if anyone has had the same thing happen height wise.
While a human growth hormone treatment might help, you should also know that as with any treatment there is no guarentee that any of this will help at all and most are usually very expensive. Not all things are covered by medical insurance. And no matter what you do, there is always going to be some form of possible side effect.
What I suggest is to do a research online about HGH, see when and for what condition it's used for. Find out what is involved and what you'll have to go through.
Talk to your family about your concerns. Take a piece of paper, make two rows, mark one pros and the other side cons. On the pro side list all the good things that you hope this treatment will occumplish, on the con side write all the bad things about it...like the expense. You can even ask your family to help you list the pros and cons, and their own concerns.
Don't do the treatment only because you're worried about penis size, do it only if you think it will help you have a better quality of life. That's really what you're looking at here. Look at what you might can do IF the treatment is successful. Example...I read an article on one young lady that went the full extent, hormone therapy and other things to get her bones to grow merely because she wanted to be an airline stewardess. Her treatment consisted of the dr's breaking leg bones and helping her grow back with braces. Very painful treatment.
Will your future job depend on height? Will it help your self esteme? You've got to weigh all these things. It's a major decision. Good luck.

Personally I wouldn't worry about it. Some guys just grow slower than others. You need to look at the guys in your family that are over 20 and see what their average heighth and build is. That is where you will see yourself, most likely, at 18-20 yo.

If you're serious about this then go see your doctor. If some people in your family have a small build then you might be stuck, just learn to love what you are and what you have instead of wishing for bigger things.

think genetics chances are if your parents are small or of slight build you will be too you may just need to accept this it won't kill you.
