Because this environment is populated mostly by the ages of 13 to 24, and the newer heroes are what they see in the stores that are affordable. I am not in that age bracket, and miss the Howard the Ducks, and Obnoxio the Clowns, Magnus Robot Fighter, Dr Solar: Man of the Atom...

Two reasons:

Times change. These characters don't fit well into the current universe. Either you get stories that don't interest folks, or you break continuity and change the characters dramatically.

The characters weren't that great. Aquaman is only interesting to a point. Deadman has some serious limitations for a long-term run. See the Bizarro World comic where they joked about reading another Aquaman rant about pollution, and Deadman's limited scope of work. They have their moments, but they work better on a team.

Finally, as others have pointed out, they do show up. Often enough to keep things interesting IMO.

They're using a lot of those classic superheroes you mention. For instance, Gail Simone (who wrote Villains United and is currently writing Birds of Prey) has just started an all-new Atom series. Bane was featured in Infinite Crisis. Atom was featured in Countdown to Infinite Crisis, I think, and I'm sure he was in Justice.

Reprints, reprints, reprints! I like the older characters as well, and I would be lost without DC's Archive Editions or Marvel's Masterworks. I just got the Metal Men Archive, and that's some great 60s fun!

I enjoy current stuff as well, particularly books that mix old and new characters (JSA was great for that! I love the Golden Age Flash!).

Um, Marvel IS redoing all of their classic characters. It's called the Ultimates Universe.
