If it's just tight and not causing you pain then there are many options other than circumcision, some of them not even surgical. You can try stretching the foreskin opening as far as it'll go without hurting for a bit every day and in a few weeks it should be large enough. There are creams that're supposed to help too, but ask your doctor about those.
Other alternatives include a cut to split the foreskin or a partial circumcision where only part of the foreskin is taken off. But if I were you, I'd try the stretching first. It takes a while, but it won't hurt (or shouldn't).

Foreskin problems and treatment Many Teenaged boys suffer from tightness of foreskin. This is medically called Phimosis. Start using some kind of medicated lubricating jelly (viz., K-Y lubricating jelly or Aloe Vera gel which is available in all medical shops) and slowly move the skin back and forth and sideways to bring the normal flexibility to the foreskin. This practice may bring your foreskin to normal after some days. Till the movement of skin becomes normal, you can use Lidocaine jelly 2% which is a local anaesthetic ointment. If the skin is rough, you may have to go for circumcision surgery, as a lost resort. But circumcision is not at all necessary, as this poses many untold problems later during sex, such as loss of natural pleasure, unwanted irritation on sensitive glans penis, so on and so forth. ALWAYS KEEP INSIDE OF FORESKIN CLEAN BY USING A MILD SOAP TO AVOID ACCUMULATION OF SMEGMA AND THE RESULTANT OFFENSIVE ODOUR. You have to take care of this sensitive part which is more important than your face. Cracks will normally happen if you are in the habit of masturbating without using some kind of lubrication both on your penis and palms. When the penis becomes hard during Masturbation, you feel more pain if the foreskin does not retract. You can apply an antiseptic ointment viz., Candid cream/Canesten cream if there is crack on the foreskin. Avoid moving the foreskin without using K-Y lubricating jelly or Aloe Vera gel or coconut oil. It is also advisable to use pre-lubricated condoms to avoid spillage of semen all over the area and on your hands.

Check with a urologist, It may be that you only require a partial circumcision. You could still keep part of your jacket!

That is probably phimosis. Circumcision was what was recommended to me.
