After changing into her competition swimsuit at the swimming pool toilet, can my friend cover-up her swimsuit with a pair of tennis or netball skirt?
Has any female competitive swimmer that you know tried to wear a ‘TYR’ Pull-on skirt or a ‘TYR’ solid wrap skirt during her swim meets?

At the poolside before the race start, can my friend wear a sarong to cover up her 1 piece competition swimsuit? After the race, at the poolside, before going to the changing room, can she wear a sarong to cover up her wet swimsuit?

I don't see why not, as a former swimmer It can be good and bad. You want to have good technique and yet build endurance. Too much drag, you may sacrifice your technique, too little, your body doesn't develop the needed endurance. Its not uncommon to see people wear "drag suits" during practice and during warmup during a meet. I remember the days that I wore nylons and drag suites that we called "beer-can" suites because they had pockets that would increase drag and we'd have to sprint and jump for minutes in shallow end with, AHH!

First if your friend is thinking of wearing something to cover her suit while swimming competitively-absolutely not advisable.
Second, if she is looking to cover up out of the pool don't go with a skirt-TACKY. I used to wear cheer shorts or boxer shorts over my suit so I didn't tear up the butt on the concrete from snagging the material. Another suggestion would be just to wear an oversized t-shirt. Not at all Tacky on either suggestion and chances are other girls will be doing it too. For me covering my suit was not about hiding imaginary bulges it was about protecting it from snags and wear and tear that you get from any surface it touches (can't tell you how many suits I destroyed before I started doing that.
Frankly if your friend is self conscious about wearing only a suit around, well perhaps she should find a new sport as you will eventually have to be exposed.

im a competitive swimmer and I don't think it would be strange at all for her to wear a skirt or shorts over her suit. I would not swim in it however-- that would be strange. just right before she gets behind the block, she can throw 'em off and put them in the timers chair. when she is done, have her a towel waiting for her and she'll be fine

No. If you are competing, every set of rules for every organization I am familiar with requires that a one-piece garment be worn during competition. A skirt would be considered a second piece and the swimmer would be disqualified.

No cover-ups. Swimmers are always in view of spectators, judges, coaches, yaddy,yadda....The only time We, in this case me wear a cover-up is when we get to your starting block. Off come the baggie pants, and the only piece of material is a Bikini Racer. The world sees you! Don't feel embarresed, you are a swimmer, you are part of a fraternal that many people cannot do.Our philosphy is "Let it Be" and Let them See" Hey, my swimming and Bikini Racer got me my girlfriend.
GO FOR IT...

What is a netball? And why would it matter what she wears before and after her swim? Why not just use a towel like the rest of us?

why does she need to wear a skirt?
she could wear a large jacket. or a dress. a skirt would take long in taking if off when she's in the pool.
