I think it's mostly due to the fact that they don't score much against Oakland's pitching.
They've had three games where they scored 6 runs and still lost, but the majority of their losses can probably be blamed on an inept offense. Here's their number of runs scored in their losses to the A's - 0,0,4,6,2,3,0,2,6,2,2,6. If you take away those three losses when scoring 6 runs (some bad luck involved there), then you have them scoring a total of 15 runs in 9 games - that kind of offense is not going to win many games, even against an anemic offense like that of Oakland.
Seattle's offense has been shaky all season, thanks to duds like Sexson and Beltre. And with the A's pitching, those weaknesses tend to be magnified.
