My car is making a scrapping sound while I'm driving? The sound is off and on and I can semi-control it by tapping the breaks, but it will begin again if I make a turn or hit a bump. If it's not the breaks, what could it be?

besides the brakes, it could be a pirate with a hook for a hand is dragging it on the ground. Or, it could be a samuri is sharpening his sword on the pavement when you drive, but it is probably the brakes. Get them checked out (and watch out, matey)

Since you say it is a scraping noise I would say its your brakes. Did you have them changed recently? Brake pads move a little so if you can stop the noise with the pedal it sounds to me like the pads move back into place when you hit the brakes, moving again over a bump or turning as that will change the geometry a little.
Since you ask what else it could be. A wheel beaning or an axle may make noise at times but not a scrapping sound. Good luck!

I had the VERY EXACT same problem on my 87 Chevy Truck. I took the wheel off and checked the brakes and they are in good shape, so I started turning the wheel and I heard the noise coming from the brake pads that are on the inside of the wheel.So I sprayed WD-40 in between the brake pad and rotor and it quit. So you might could try that. You never know, it could just need cleaning. Good Luck.

wheel bearings would grind, not scrape and cv axles make a clickling noise when they fail...your brake pads are not being held away from the rotor and you are hearing them scrape new little clips will fix this problem.(when you turn or hit a bump the pads fall against the rotor making the noise )

It could be a wheel bearing, your breaks, check your tie rods.

It could be wheel bearings, CV joints or your brakes.
