FIFA has a total of 204 associated members around the world. during the last world cup, 194 teams took part in the 2006 FIFA World Cup qualifiers from September 2003 to November 2005 where all 32 teams are known.

At present 207 associations (countries) are affiliated to FIFA which is more than the affiliation to United Nations (that is why world football’s governing body has rightly been dubbed the "United Nations of Football ")
These National Associations form Umbrella organizations called
The Confederations on each continent. These are The AFC in Asia, CAF in Africa, the Football Confederation (CONCACAF) in North and Central America and the Caribbean, CONMEBOL in South America, UEFA in Europe and the OFC in Oceania, all to provide support to FIFA.
Now regarding the FIFA World Cup Tournament, the competition is divided into two stages, the Preliminary Competitions and the Final Competitions. By rule, all the teams are to play the preliminaries, which is played in groups and forms a league system, where teams play home-and-away matches. FIFA will consider withdrawls from the preliminaries as per its rules and conditions. Teams apart from the host country(ies) shall reach the final round through these preliminaries.
31 teams from this is group stages reach the final competition, and joins the directely qualfied Host nation (Germany in 2006) to form the 32 teams in the final round. Defending Champions also used to get direct entry to final round until 2002, but not from 2006.
The participating teams for the tournament means, it should be counted as the teams participating in the preliminaries and the host team.
Accordingly, this World Cup 2006 had Total of 198 entries to participate. ( Bhutan, Brunei darussalam, Cambodia, Philippines, Myanmar, Puerto rico and Djibouti did not enter the tournament). Out of the 198 entries, 3 later dropped out from the tournament ( Nepal, Guam, and Central African Republic) Thus the team played for the Preliminaries were 194. They played 847 matches, and 2464 Goals were scored in total.
Participation for the Preliminaries were like:
Europe (50), South America (10), Concacaf (34), Africa (50), Asia (37) and Oceania (12), plus the host Germany.
When the World cup was launched for the first time in 1930, there was no qualification rounds and all 13 teams were directly playing the final round, and when it reached 1934, 27 Teams played from the total entry of 32, to reach the final stage that comprised of 16 Teams.

Basically Every Country competes to qualify, maybe 5 or 6 tiny countries dont, i think Suriname is one of them.
Anyway out of those 32 will qualify.
Then 16 make it to the elimination stages.
And the tournament is born.
