It appears that Oregon follows the International Property Maintenance Code. You can check out the book "2003 International Property Maintenance Code" which addresses maintenance requirements for the interior and exterior of structures, space requirements for determining maximum occupancy and minimum light and ventilation criteria for existing buildings. I'd see if you could get this on interlibrary loan from the library, or it can be purchased from http://www.contractor-books.com/2003Int_Codes.htm for $23. There is also the Oregon Building Code book from the same provider for $145.

I don't know about Oregon, but in OK each person needs 4' so take the square footage of the building and divide it out.
