You have to get it from the croupier who works at the casino. She's the one that's into S&M (and this is also the location where the Hot Coffee mod of infamy can be found). You need to follow her to the Sex shoppe and get the Gimp Suit, follow her home (without spooking her) ambush her boyfriend and then pose as him to get in and start the process of winning her over. It's a series of "dates" as with the other women you can meet. it's best to just show up wearing the gimp suit and not try dating.

You can date her and after a couple of dates she gives you the key, it is in her house where you pick her up for date. Or you can just kill her and wait a little bit and you can get the key quickly.
