CONGRESS SPENDS LIKE DRUNKEN SAILORS
The reason that Congress is having a hard time finding the money to fund the military is that there is no money in which to fund it. Our government has to borrow hundreds of billions of dollars every year to pay for what our congress spends.
In regard to the state of our military, we have the best military money can buy. Congress spent over $400 billion on our military last year. And that doesn't include what they spent on the wars in Iraq and Afganistan.
If we're not giving enough money to our military so that they can live up to our expectations in regard national defense, then we need to either give them more money or lower our expectations.
Congress won't provide adequate funding for what we want our military to be because it's just too much money. It's money that we don't have. The national debt is over $8 trillion. Soon the countries that loan us money will start wondering if it's feasible to keep loaning us more and more money.

Actually they fund lots of money for them. What it gets spent on is a different story. First, The DOD is a very poor bookkeeper. Millions are unaccounted for every year. Next, The military gets tagged with non buggeted jobs. Hurricane Katrina cost lots of money in men, fuel, planes, food, housing. The year before, The Tsunami aid again was a non budget item that costs lost of money. As you said 5 years of fires, hurricanes, earthaqukes, floods, etc. eat into Guard Budgets. Also the war speeds up the service life of equipment. The tempo of Operations and things like adding armor to Hummvee's is killing motors & transmissions from the extra weight. Not to mention sand & heat. Some Items get left in country for the next unit to use. So now the units at home need to order new stuff, thus pushing the cost up again.....

Even the government must try to balance the budget. It also has limited resources(taxes). After the budget has been submitted to congress by the president.Congress then must debate and ratify the final budget. Both the Republican and Democrats must by a majority agree to it.

tax cuts.
we have funded our war on bonds, loans that are owned by Japan and China.
Stratigiacally we are economically vunerable should they decide to sell off shares.
What bothers me most is the U.S is in soooooo much debt that although it gives the appearance of the richest nation it owes more than it has, and could one day be bankrupt.
Clinton hasn't been president for 6 odd years, and the congress who is the controll of the purse strings was republican....
hmmmmm.....a republican blaming Clinton? what are the odds....lol.

Because Bill Clinton desimated the US military and it's budget. It's budget has increased tremendously under President Bush. Don't FORGET the democrats hold office also, and aren't doing anything about it either.
