now back to your car when the cables were installed it normally makes the brakes tighter because the cables are not stretched like the old ones just readjust the brakes a couple of turns and the noise will stop most of the time if you apply the E brake several times you can loosen it up and you will be o.k some times the cable dont fit down in the groove but if you work the brake on and off several times it will seat itself in right

what's probably happened is, when you installed the parking brake cable, you didn't get it tucked down enough under the hub assembly. It's more than likely rubbing up against it as the drum turns. take your wheel and drum back off and you should see where it's rubbing at, then try to readjust it so that it doesn't rub anymore.

use a tool looks kinda like a spoon at a 45degree angle and spin the adjuster(looks kinda like a gear) from the access hole in the back of the drum shield. most likely it is adjusted too tight and its making steady contact which could soon mean you'll need to replace the e-bake shoes again... if you don't feel comfortable doing this take it to a chain store not a dealer or independent. don't let them sell you anything just adjust it
