If you can't start it , you shouldn't be riding it.

make sure it has gas that has the correct oil and gas mixture if it is a two stroke motor and then turn the ignition key on and kick start or pull the rope to start it.
You might have to use the choke on the carburetor though until you get it warmed up.

should be an ignition button on the handles or the right side of the seat
