Yes, it's hurricane season, but let's think positive and think that one is not coming. I live here and another hurricane is not what we need here right now.

The Royal has a few hotels here and they are very good.

With your children you shouldn't have a problem with finding things to do. If you are just planning to stay within Cancun a car shouldn't be necessary unless you want one. They have a great bus system that many of the turiost take. If your planning to go out of Cancun, which wouldn't be a bad idea there are tour buses that take you all over, but with 2 small kids I'd rent a car, more privacy and less headache, for me at least.

For the kids, within Cancun you have great beaches, there is also Wet n Wild a water park right on the hotel zone they have a dolphin adventure. There is also a ferry ride to Isla Mujeres the kids might enjoy and on Isla Mujeres you can rent golf carts and explore the island, it should be great. On Isla they have a dolphin discovery and a turtule discovery place to check out. For dinner Senor Frogs has a kids party dinner certain days of the week. 45 mins away close to Playa del Carmen you have Xcaret a natural water park with underground rivers, animals, night show, beaches, and much more. The underground rivers are safe my 3 year old did it. If you do go there try to go on a weekday, weekends get really busy because the locals go there on weekends. Don't worry it's kid friendly here. Have fun and don't worry about it being Hurrican season.

Predicting a hurricane is like predicting rain. If it comes, it comes. Don't be concerned about it, even though it is the season for it, good chance there wont be one or come to that area.

The Royal Caribbean resort is a 3 star which has been renovated a little since the last hurricane. Its conveniently located to the rest of Cancun where you can find all sorts of things to do; just look in some of the free brochures and leaflets that are in your hotel and surrounding areas. No concierge at this hotel but I think they have a tour desk there that can give you info. If not go to one of the bigger hotels close by.

Don't rent a car for going around that area. Only do so for a day or 2 when you go South to the Mayan Riviera parks. Sometimes its cheaper to rent a car for 4 than take tours for 4. Look into the price of a car when your there and compare it to tour prices. Driving is easy, not like Mexican border towns, you can't get lost driving around and the roads are good.
