So when filling out a envelope do you say Fourth Floor or fourth floor?

Basically is it better to say

Jan Doe
2323 west America drive
Seattle, WA 98133

Or:
Jan Doe
2323 West America Drive
Seattle, WA 98133

it's actually easier for the postal service's scanners to read addresses in all capital block letters (printed instead of cursive) with no punctuation. your mail will get wherever it's going regardless but there's less chance of an error if it's done this way

2323 WEST AMERICA DRIVE

Your second example is correct however, as long as the address is the right, both can apply. The letter or invoice will still get there.

The second address would be correct. When saying floor you can 4th FL or you can spell it out.
