Yes. Go to your local DMV, take the usual written test and the test specific for motorcycles. Practice with your vehicle. Come back to the DMV and they'll have you ride around cones in the parking lot (maybe).
If your vehicle is 2HP or under, you'll get a class M2 license.
If your vehicle is more than 2HP, you'll get a class M1 license.

It depends on the state. In Georgia, you can ride a scooter under 50 cc with a car license. Larger scooters require a motorcycle license. The best way to get a motorcycle license is to take a class like the MSF's Basic Rider Course, where you can have an instructor teach you how to ride.

Call your local DMV they should be able to tell you what you need.
I live in Pa and you need to have a license and insurance to drive a quad on the road. So i would call your local DMV or your police dept. Better safe than sorry i guess.

Most states, no. But I would check in yours. Some require an orange flag and some motorcycle license.
