You have to know SWIFT or IBAN number for the the European bank account. Once you know that, tell the American bank you have the account with, that you want to make a bank-to-bank transfer. Mind you that most likely you will pay a fee for the outgoing transfer from the U.S. account, sometimes (not always) your recipient will have to pay the incoming transfer fee and the exchange rate is unknown to you and might be not very favorable.

Alternatively you can use an online foreign currency trading site which will send a bank check in local currency to the recipient.

Via the internet. You need to open a internet account with your bank.

The internet account should offer and transaction account, where from you can transaction money from one account to another.

You may need to add details of other accounts to this transaction to enable it to work.

You need to ask the bank personally whether there is a charge for doing transactions global.
