I have three dogs, and my yard is bigger than most city parks. I might never see it.

Fling it onto their house. Flinging poo is fun. Or if they have a pool, fling it there. Or put the poo in a paper sack and light it on fire on their front porch, ring the bell and run. Or, wearing gloves of course, mold the poo into a decorative bowl and give it to them as a gift. If the dog keeps pooing, make a whole set of decorative pieces. Make sure they keep them on display in their home and get very offended if they don't. This is all assuming that you have asked them to keep Spot from mucking up your yard.

pick up the poo in your hand and wait, keep waiting for the neighbor to come out the door, and run up to them and wipe the poo in their face. this will certainly illustrate your anger at the situation, and if he/she does not kill you, I would think they will be hard-pressed to let their dog wander over to yard again.
If you did the same thing to the dog first as a warning, that also might work.

The most efficient and productive way is to call your city and let them know that the person is letting them do their business on your property. Take a couple of shots of the dog doing his business on your lawn and mail it in with a complain to your city. I'm sure they will send them a warning and if they fail to comply they will recieve a nice and hefty fine!!! And that's the best way to get back. Doing immature acts such as picking it up and throwing in on their car seat, is just going to cause you more problems. That way you won't even really be able fight it. And its better to directly goto your city and post a problem with them instead of approaching your neighbor to avoid any complications or disputes. The city usually sends out a warning without naming who posted it. If you can't get any photos or videos, just post them a letter (or email) including the neighbors address, name if you can get it, type of dog and your own information.

Now mind you, I don't know this for a fact but I've heard that a few pieces of chocolate flavored Exlax thrown over in your neighbors yard might taste pretty good to the pooch.. I think you can picture how the story ends??????

Instead of "getting even" have you asked them to refrain from letting thier pooch poop on your porch?
If you can, catch the canine crapping, and call attention to the misdeed...and politely ask that they contain said crap.
you can always do what i have done...run out there while the dog is doing doo-doo and give them a bag...and say, here, I noticed you forgot your bag today, you can use mine...and thanks, I really appreciate when you pick it up so my kids/I/my friends don't have to see it or step in it...you'd be surprised but it actually got picked up, and never happened again. (now, your neighbor may be a psychopathic killer, in which case I would not speak with them, but instead fence your yard. )

Build a fence, and convince your other neighbors to do the same; even build a fence on their side of the lawn that faces the street to be extra neighborly...then they will be surrounded by fences, and then they can spend more quality time with their dog because he won't be escaping so much.

Let your cow/horse/elephant get loose in the neighbor's yard. Or simple rake the poop over to the neighbor's yard.

This seriously happened to me once. I had a huge backyard and a neighbors fence backed up to mine. One day I was out walking the fence line and I noticed that for MONTHS they had beenshoveling their dog crap over the fence. There was a TON. I went and got a shovel and chucked every SINGLE piece back over the fence, not caring where it landed. I was SO MAD!
