If you've bought a computer sometime within the last 15 years, chances are you have a VGA card and at least 8 megs of memory. Frankly, I don't think Dell existed as a company before the time that 8 megs of RAM was laughably slow, and VGA was the new fangled display output adapter.

Or else you can go to Run and type in dxdiag and click OK and click on the various windows til you see your RAM and display properties indicating VGA.

If you DON'T have 8 megs of RAM and a VGA output, I suggest you go to a used computer store and shell out a $50 for an old, used laptop that is at least a few hundred times faster than that one.
