When people raise their eyebrows at you, it means they find something interesting about you.
Interesting can be both good and bad. Yes, if the opposite sex does it, it may appears as attration, it may not. Usually, it means your idea and opinions are beyond their thinking.
I don't exactly care. As long as I know what I'm talking about, I don't care if millions of people raise their eyebrows. Actually, some people cannot raise their eyebrows for some reasons. I guess it's a biological thing.

It could mean a lot of things. You did something that surprised them, or that they thought was inappropriate. Could be a subtle comment on your appearance--are you dressed in an unusual way. They could also be questioning you.
There's always the possibility that a person of the same sex found you attractive, too. It DOES happen. Maybe they were wondering if you are inclined that way. If you didn't act friendly as a result of that, they have already figured out that you aren't interested.

I do that when someone offends me, like "what the hell did you just say?" But you never know. I had a friend in college whose eyebrows had minds of their own and would just move spontaneously for absolutely no reason.

In my experience, the meaning is independent of the gender of the "raiser". The raiser is asking: "Really?" or "Are you sure?" in response to something I've just said or an argument I'm presenting.
