I have studied Computer Engineering and got my B.Sc. degree and I want to get my higher education in Political Science, department of International Relations. Is Possible to do that in Europe, USA, Canada, New Zealand, Malaysia? What will be the academic, languistic, and background requirments?

Yep-- at least in the US a lot of schools will take you. You might have to take one or two intro to IR classes at a community college first. You will need your GRE scores (Graduate Record Examination) and possibly a TOEFL exam if you are from a non-English speaking country. Most schools in the US like diverse candidates and don't care what your undergraduate is in, as long as you can write a logical essay/personal statement of why you want to get this degree from the school that you are applying to.
