if so what? how do i use html for this? all information will be appretiated

HTML is a markup language for displaying text and images over the web.
An emulator is a software enviroment that simulates hardware.
You need to look in to programming languages such as C,C++, VB etc to get started.

HTML is a mark up language that tells text what to look like.

What you will need to use is C, maybe C++ or probably assembly. This is not a task for the light of heart (or someone that thinks HTML is a programming language). There are a lot of emulators out there for just about any system, look on http://www.sourceforge.net/ for a good one for yourself.

Well, there are html Windows emulators for PSP, I imagine an atari would work...
