I know what you mean. I think that is wrong. Sometimes it's hard to ask a question in this category because some questions that are a poll or survey can be considered as chatting. But chatting is not directed to one person, it's directed to everyone. So I don't think there's anything wrong with it. Some people are confused on what exactly "chatting" consists of. I consider it to be directing it to one person only and not just anybody. But questions like "What time is it?" or "How are you?" or questions that start out as "Will you..." can be considered as chatting in the guidelines. But I think Yahoo should let these questions or questions like these be answered in this category because it can also be considered as a poll or survey.

go to "tell us what you think" at the bottom of the page and address it to the answers team....maybe they can give you an explanation.
