The project is almost over, it looks good and has public confidence. You have managed it all the way through giving it your best effort. It will shortly open, when you suddenly discover that the main contractor has used inferior materials, possibly compromised the public safety, and falsified documents very cleverly, lying to you face. your reputation and future is a stake.

fines, legal action, rework.
i am in the naval construction force
if we build something that fails Q.C. we tear it up and redo it
so should you and the contractor bears the financial and ethical responsibility as long as you do your part and call the contractor on it

Talk to an attorney before you are sued, or it is uncovered, because you can be held responsible because you managed the project. If any Federal dollars were used, you could possibly be charged as a conspirator if the evidence does not show otherwise.

You need to gather paper evidence and talk to someone in power. This sounds like the Big Dig... which means you need to CYA and FAST (Cover Your ***).
