Because the partial pressure of hydrocarbon vapor is much higher than the partial pressure of water vapor.
If you don't know what 'partial pressure' is, you need to get your head back into your physics (or p-chem) book.

For a liquid to evaporate, individual molecules must obtain enough heat energy to break the bonds of surface tension and leave the liquid to float away as a vapor. Petrol requires far less energy to break its bonds with other petrol molecules than water need to escape from liquid water. Petrol is therefore far more volatile. If instead of adding heat, heat is removed, water molecules will condense and cling together in random groups. If even move heat energy is removed, the water molecules vibrate even less and crystal bonds form called ice. Notice that it is far more difficult to freeze petrol too because of its week bonds.

because petrol has a lower vapor point than water. This is due to the molecular bonding of the petrol vs. the molecular bonding of water. Water has strong hydrogen bonding which means that it requires more energy to break the bond. Of course as temperature rises, the molecular movement increases, weakening the hydrogen bonding, thus turning to steam at higher temperatures.

THE boiling point of petrol is much lower at arround 30-40 centigrades
the boiliing point of water is 100 C
so the evoperation

petrol has a lower bond energy and a lower boiling point due to the lower bond energy.so it evaporates faster.as a thumb rule all organic liquids will evaporate faster

petrol evaporate more easily as compared to water because in water there is hydrogen bonding but no such hydrogen bonding is there in compounds of carbon(petrol) so it evaporates more rapidly(hydrogen bonding are the most powerful bonding in molecules and it increases the boiling point because bonds donot break up easily)
