Ann Taylor offers size 00 which is what size your granddaughter would need.

Try the Gap or Old Navy. They have some smaller sizes for waists.

By the way, a 28 inseam is very short not tall.

The average inseam for a woman is 29-30 inches. I'm 5'8 and have a 33 inseam. I'm not considered tall at all, but I am above average in height with long legs.

M.U.D.D makes junior size clothes, she needs a size 0, L.E.I does junior clothing as well. Those brands you can find in most department stores. If the inseam is too long, just get it hemmed, I'm in between a short inseam 28" and a regular inseam 32", mine is 30", and I always have to get my pants altered.

www.Avenue.com They have sizes up to 30/32 and the lengths are petite, average, and tall. They should have a size chart on the web page

*update* nevermind. I read it wrong, I thought you said she was size 26/28. This store starts at 14/16.

Go to places in the girls section and ask to see the sizing charts...or maybe a size 00 in juniors.

I had the same problem with my daughter for a while. I would have to get the larger size and have her wear a belt.
