in ref to the 99 ford taurus i had the tension pulley replaced in nov and it is supposed to be self adjusting?

what is the tick tick noise and then it quiets down kind of strange

I believe that you have a serpentine belt, in this case the tensioner pulley is self adjusting and if it's making a ticking sound then is is bad and might need to be replaced.

Yes, they are self-adjusted. The ticking noise could be the cooling fan kicking on and off. Open the hood and verify it.
