Salaries are a school's biggest expense. A more financially responsible school will spend more money on the people who come into contact with children -- teachers, counselors, tutors, librarians, etc. -- than on distant administrators.
Facilities are next-biggest. Schools need classrooms, science labs, art rooms, libraries, bathrooms, cafeterias, locker rooms, gyms, and sports fields, and all those spaces need to be heated, cooled, wired, cleaned, and maintained.
Other expenses include materials for students; transportation; communication with families; technology; professional development for teachers; special services for students who need them; and, of course, insurance.
