A shotgun works well for me, but I live in a rural area where it wouldn't bother or injure anyone nearby

I don't have any personal experience, but it seems like you should be able to scare them away somehow, with a scarecrow or something. Many birds are scared by silhouettes of birds that will eat them (birds of prey, in other words). Maybe you could find out what eats blue jays and then put a silhouette around in your yard.

You could put up a sign that says, "Please do not eat my hazelnuts" -- seriously, those pesky, perky little thieves will take anything that isn't nailed down, and sometimes they even take the nails. About the only way you're going to be able to share in the harvest is by covering the tree with netting -- not the course netting, but fine net that they can't poke their beaks through.
