tick tick tick noise and then it quiets down what can it be

my guess its the tension pulley

Well, if the ticking sound is belt related it could be where the painted label on the belt (as some new belts have, usually in yellow and white paint) is passing over a particular surface when in comes into contact with one of the pullies, and if that is the case, as the paint wears a bit it will go away.

However, a more likely source of the ticking noise is a dry hydraulic lifter on one or more of the valves. These lifters have oil seals on them and if one of the seals leaks, then until the oil is replenished with the car's engine being run for a few minutes it will not function properly to operate the valve and the valve will clatter or click a bit. Then, as fresh oil is pumped into the cylinder head and the lifter refills, the clicking subsides.

Of course if you are getting a lot of clatter sort of like a baby's rattle, then that is valve clatter and can be a function of any number of problems, the most common of which is low oil pressure or insufficient oil causing low oil pressure.

If it is just the one click, that happens a couple of times a second, the hydraulic lifter is the most likely source, and if the car sat for a bit, like overnight, and then clicked on startup only to subside after a minute or two, I would suspect this to be even more likely.

Sometimes I have found that adding a can of Slick 50 to the oil will cause the lifter noise to subside. In any event, it is not really the end of the world if the lifter leaks down a little. Simply don't rev the engine up too much until the clicking goes away in the morning and sometimes expect to see a little puf of smoke from the tail pipe as any excess oil that has leaked into the affected cylinder burns off. And yes, checking the oil level is always a good idea.

I'm thinking more like the valves (tappets) clicking until the oil circulation reaches the top of the engine, aafter sitting in the sump all night.

If you are sure the oil level is right, and the noise goes away, you probably don't have a problem. If you begin noticing that the ticking doesn't stop, then have the car checked out.

Sounds like you have a lifter not pumping up properly. If this is the problem it is major to repair (requires partial disassembling of the engine.) As long as it stops shortly It means it has pumped up. I would not drive it until it stops ticking but it really should be repaired.

Yep , that's not a belt , i'm thinking a noisy lifter maybe - valve lifter.
