I am sorry, but it sounds that that person is keeping their options open. However, give them a chance as they may be very shy - it does happen you know!! Why don't you contact them, as you have nothing to lose. I wish you such good luck - sounds as you are a bit sad. Also do not throw yourself at a person who is not even able to commit enough to ring.

Or - they can just be terribly shy.

I have been on occasion, quite so when I have met someone and have come to appreciate them for just being a wonderful human being. To grow very fond of them, as well as being attracted to them. But sometimes it is just as well that I did not pursue a mutual relationship because I liked their friendship and did not wish to jeopardize our current relationship. Simpy because I knew that they did not feel the same for me. They had other interests and I didn't fit their preferences, I respected their own right to chose.

Its up to you to explore, though it may take considerable time for them to open up. But if you think the potential is worth the trouble. Then do what you think is right, . . . Otherwise for the time being. Just accept the situation as it is, and move on.

Maybe this person is not as in love with you as they once were its very hard to accept when you are the one left behind but people do change and can grow apart, but old feelings can make it hard to tell people that what was once there has now gone, so maybe this person just wants let the relationship slide away but is reluctant to say anything that would hurt your feelings or upset you.

becuase they are attracted to you - either for friendship or more. But do not have any level of commitment. If this is a romantic interest - move on to someone who treats you like you deserve

Yeah, I've got a friend like that myself. I've found that words are very pretty but actions tend to speak louder.
