In most cases, the moths are the adult stage of the Mediterranean flour moths. The eggs of the larvae are contained in packages of flour when it is produced at the manufacturer's factory, and they hatch when the weather is warm. They grow into larvae and eat the flour until they pupate and become moths. It is virtually impossible to keep the insects out of the food production chain.
You may need to throw away packages of opened flour that is old, and clean out your cabinets with a cleaning solution.

most likely Indian meal moths (goldish top half, dark brownish back end) look in ALL boxed and bagged items, any thing not in a can!!! even if its not opened! open it and look throw away any thing that their in. and any thing with web like silk stuff in corners of boxes.
