That's a silly question. Why do you just say Wenger? Any manager would win the Premiership is they had the kind of money Chelsea did. Even O'Leary or Souness could win the league with Abrammovich's dosh. Now that's saying something.
Chelsea were lucky even to get Abrammovich as he had a choice. He wanted to buy a team in the Champions league so at the time he had a choice to go to Arsenal, Liverpool, Man Utd or Chelsea. The rest is history as they say. Chelsea winning the league the last two years had nothing to do with Jose Mourinho but everything to do with the choice Abrammovich made. If he had chosen Southampton then they would be the champions of England.

Both ways are possible I think. Needless to say, Mourinho and the whole of Chelsea are living proofs of the saying "money can buy success" but I must admit that the players are well worth the price. But without the funding he had, would his skill alone have proved worthy of the titles he and his players earned for Chelsea!?
In the same context, Wenger is probably a living proof of someone "who cannot afford victory" but even if he did have Mourinho's funding, would he be able to take Arsenal all the way!?
Maybe it's also a matter of luck. I mean, in the end, a football is just a round ball, right? It merely responds to the force that the players exert on it. So maybe if the Chelsea's players are lucky enough to do it right, they might just send the ball into Arsenal's goal. Or vice versa?
Who knows these things for sure anyway?

Wenger prolly need 10% of the money Mourinho had to win the championship and the Champions League. Mourinho won the league because of the money, not because of his talents. With that kind of money, even a division three team can win the Premier League.

The probability that Wenger would win the league if he had Mourinho's money is greater than vice versa...History tells us dat Wenger is really good at buying players at bargain price,so a bigger budget will almoz buy more mature player rather than trying with unproven youngsters.Mourinho juz ride on his Champions League succes with Porto n he technically had brought in big names every transfer window opens 4 Chelsea.Wenger 1 Mourinho 0.

Mourinho sends some players down tha pan, Shaun Wright - Phillips for example. He also brings players on such as John Terry Frank Lampard and Joe Cole. Wenger on the other hand seems to either have them from a young age and make them amazing or buys them when they hit their prime. So in answer to your question, they would spend their money differently, wenger spending it for the future and winning the league in years to come, mourinho aiming for the present improving the team straight away.

If u guys notice that the backbone of Chelsea are players bought by Ranieri; such as Terry, Lampard, Cole and Gallas, NOT by Mourinho! Mourinho so far has up to his boasting though..
Wenger always good to nurture young and talented players.
While Sir Alex seems to loosing his touch since his golden boys era reaching their career ends! Without forgetting his bad temperred of kicking outs Stam, Beckham, Keane and Van the Man.

Arsenal at their best are the finest team in the land. If Arsenal play like they can, consistently, they'll win the Premiership no problem, and that's without spending millions more.
The question with Arsenal is consistency not money.
In answer to Brittop's question, Wenger was the only manager whose team gave United a run for their money before Murinho came along, that is why he is compared to Alex.

Chelsea are simply another in a long line of teams that have bought titles. Blackburn did it in the 90's. But has everyone forgotten about them?
Now let Big Sam over at Bolton have a 1/4 of that money and the premership would see how to build a team!
