You see earlier in the movie that the compass (which points to what your heart desired most) kept pointing to Jack. She was curious and really it was a trickery and a reward for being a 'good man' but Elizabeth has always wanted to be a pirate. I think that scene was showing her trickery and cunning. But yeah it was a hot kiss!

she had to distract him so that she could get the handcuffs to lock him to the boat so that the kraken wouldn't hurt her, Will, or the others! yeah, it was a pretty sweet kiss...and i wasn't really expecting it, but in a way i was because you knew somethin like that was gonna happen in this movie!!! but i feel bad for Will because he saw it!!!!! i think it would be nice if he dumped elizabeth and found himself someone more worthy of his sexiness!!! lol and jack, well, he isn't the marrying type!!!!!!!

Because she was a sneaky female and it served two desires of hers. One being to kiss him, and two giving the Kraken what it wanted to save Will, herself and the others. Basically a Rational Transaction one life lost saves many.

I think her true intention was to distract him, but that she truly just wanted to. (It's Jonny Depp. For goodness sakes, who wouldn't?) But it's also true that Kira Nightly requested a kissing scene with someone other than Orlando Bloom, so the writers had to incorporate that into the plot somehow.
