Everyone always says Hitler, largely due to the guilt of him being considered the "good guy" until 1939, by most in the West.

Stalin killed more, but maybe because everyone considers Slavs as inferior, that doesn't matter. The same goes for Mao. As a %, the Khmer Rouge (Pol Pot) killed the highest proportion, but again, who cares about the little yellow people.....?

Chaka and Gowon in Africa, Lopez in Paraguay, Genghis Khan in Asia....all were worse than Hitler, but Hitler consistently takes the cake, why? He fought against WASP interests? Let's face it, Roosevelt didn't give a nickel for the victims of the Holocaust.

Today? The race is on between Kim Jong-Il, Mugabe, or the Iranian or Burmese despots.

Though many would say Hitler, I'd have to say Joseph Stalin was one of the most ruthless of revolutionary dictatorial leaders. He initiated what is known as "The Great Purge" or "Great Terror." Over 1 million people are named as killed during this period, but scholars and historians have proposed that the numbers were much higher, most around the 20 million mark. The people killed (systematically, in camps, and in mass executions) were not just those who wouldn't conform to the Stalinist regime or enemies of the USSR, they were simple peasants, soldiers, 'fellow' countrymen, etc.

I am reading a biography of Mao Tse Tung at the moment. Even before he achieved power he was utterly cynical about the destruction of thousands of his own soldiers' lives in order to secure his own political advantage. I am dreading reading about what he does after 1949.

Stalin. He allowed millions of his own people to die, and he forced communism on many smaller countries surrounding the USSR, actions that are still affecting millions of people today.
