You can't. You have to have Yahoo! 360 in order to link a picture of you.

Make your 360
Sign in then click on ID
then public view of my profile
then click on MY PAGE at the top
then click on Edit Personal Photo
then find the picture you want click on SET as PRIMARY
then click on save
