I'm having trouble catching pedestrians on fire. They won't catch. Any tips / alternatives (explosions, floods, etc.)?

Make a Molotov.
Take a glass bottle, add gasoline, one thick cotton stripe.
Close carefully, pulling the other side of the stripe through the cover.
When you are in position, just be sure that the stripe is long enough as to not melt yourself....put the stripe on fire, through it away and run for your life....
I better get away, the FBI is waiting for me.

people will not caught on fire maybe what they are wearing will but not skin and a flood puts out fire - not starting one

dump gasoline or some other flammable liquid on them first. always works for me.
